Zusammenfassung:	This master thesis aims to scrutinize, which non-state actors shape the discourse of digital data protection in Germany. The combination of two important frameworks – the advocacy coalition framework of Paul Sabatier and the resource mobilization theory of Charles Tilly – is used as a theoretical background for analyzing the most important actors in the realm of civil society, private economy, journalism and state-related organizations. Important variables of analysis are the attitudes of the actors towards data protection, their coalitions and networks with other organizations as well as their influence on policymakers in Germany.
