In Germany, against the background of demographic chance and a lack in skilled labor, the issue of the recognition and accreditation of qualifications acquired abroad has gained increasing importance. In the past, intransparent procedures for the recognition of such qualifications were a significant cause for immigrants working in professions below their skill level: a frustrating situation for the individuals affected by this situation, and a loss of their skills and talent for the German economy (brain waste). On 1 April 2012 a new law – the Professional Qualifications Assessment Act – entered into force which aims at improving the recognition of qualifications acquired abroad. The policy brief examines the situation before and after the passage of this law.eng
