Abstract: The number of Germans moving away from Germany has nearly tripled over the last three decades. One region that attracts a growing number of Germans is the Asia-Pacific region. Taking the concept of human security as an analytical framework, the policy brief draws attention to concerns and security issues of German expatriates who live in Hong Kong and Thailand. It also deals with the question why the German state should deal with the concerns of its citizens who live abroad.
