Title: The End of a Model" Crisis and Transformation of the German Welfare State

Abstract: The number of old age pensioners, jobless persons and those living from other welfare payments exceeds the number of wage earners in Germany. This results mainly from early retirement and from the social costs of unification. Governments responded by raising social security contributions and benefit cuts at first. Fundamental reform measures have long been impeded by declining governmental capacities due to political gridlock problems. Only recent approaches like the so called Riesterpension, the Rürup-proposals and particularly the Hartz-reform package, broke new grounds for a modified welfare state model in Germany.
