Abstract: This dissertation explores the integration of Technical and Vocational Education and Training (TVET) within systems of innovation in Brazil and Germany. In the context of the 21st-century emphasis on innovation-led economic growth, the study critically examines global, national, and local discourses on TVET modernization. While acknowledging the economic potential, it reveals the associated economic and social challenges, including shifts in political legitimization strategies and transformations in vocational education cultures. Using a critical discourse analysis and a comparative approach, the research challenges traditional views of TVET as a mere mechanism for skills formation and diffusion. The Cultural Political Economy (CPE) framework guides the analysis, investigating policy discourses, economic imaginaries, and their institutionalization. Key questions focus on how discourses represent the roles of modern TVET systems and TVET graduates in systems of innovation, and why these representations vary between Brazil and Germany. The study delves into the TVET landscapes of both countries, emphasizing the complexity of their systems. In Germany, the focus is on the dual system and the unique role of inter-company vocational training centers. In Brazil, attention is given to diverse TVET systems, including the National Federal Network, state-funded schools, and the S system (e.g., SENAI and SENAC). Ultimately, this research contributes to the academic discourse by providing a nuanced understanding of the integration of TVET in systems of innovation. It uncovers variations and complexities across different global and national contexts, shedding light on the multifaceted relationships between education, innovation, and economic development.
